This video is from an ABC News report this past January after a series of deadly crashes on Interstate 75 in which 11 people were killed and 18 people were hospitalized. On August 2, 2012, the trucking industry magazine Fleet Owner reported that one of the major findings of a state investigation into the accidents is that “Florida lacks a coherent policy for troopers to use to determine when and how to close a highway because of poor visibility and how to reopen it.”
According to Fleet Owner, most of the country’s highway departments also lack specific policies regarding closing and reopening roads due to poor visibility. In the January 29 incident, Fleet Owner said at least 12 cars and six tractor trailers were involved in a series of accidents after haze and smoke on the highway “instantly blinded” many drivers. The Associated Press reported that the Department of Highway Safety and Motor Vehicles said that “it has received 13 lawsuit notices from the injured and family of the dead.”
A report by the Florida Department of Law Enforcement concluded that in some cases, policies regarding reopening roadways only contained “general directions such as ‘when conditions improve’ or ‘when the hazard has been corrected,’” according to Fleet Owner.
